OUR ORIGIN STORY

Robert (Rob) Spillar, P.E., founder of SMART Infrastructure Advisors, LLC, is an internationally recognized transportation executive. He has proven success in expanding, managing and advising multimodal transportation portfolios in cities across North America. He has deployed both highway and transit related infrastructure and built award-winning Smart transportation programs. He works with start-up companies and municipalities to deploy mobility innovations, program large infrastructure projects, and improve regional leadership.

As a Transportation Director for Austin, Rob excelled in generating non-tax revenue from City assets to fund on-going public operations and maintenance of infrastructure. He demonstrated his skills in expanding infrastructure deployment, helping to grow regional construction programs to nearly $27 Billion over a period of 15 years.

Rob formed SMART Infrastructure, LLC in July 2025 to bring his nearly 38 years of experience to work for governments and companies of all sizes. He is excited to work with communities seeking to diversify their financial portfolios – beyond taxes as a single funding mechanism for municipal programs. Rob believes that when advancing economic development, communities often overlook their existing public assets as possible revenue generating investments.
