Robert “Rob” Spillar, P.E., founded SMART Infrastructure Advisors, LLC after nearly four decades leading transformative multi-modal transportation and infrastructure initiatives across North America. During his tenure as Transportation Director in major cities and as a mobility executive, Rob has built multi-billion dollar portfolios leading to regional capital construction programs exceeding $30 billion. He has developed and led award-winning smart mobility programs and pioneered non-tax revenue strategies for municipal transportation systems.
In July 2025 he formed SMART Infrastructure Advisors to bring this depth of experience to communities and companies of all sizes.
